Area Inspector

PRIMARY RESPONSIBILITIES

Plan and deliver mechanical integrity inspections of piping, vessels, and tanks to achieve full compliance with legal requirements, site inspection standards and business goals for asset integrity, costs and productivity. The Area Inspector must also be able to explain the differences between “regulatory requirements”, “corporate requirements”, and “best practices” as they apply to the fixed equipment in their area to allow the Asset Owners to make appropriate decisions with the equipment.

The primary focus is daily support to the assigned area to ensure mechanical integrity issues are identified prior to a loss of containment of the pressure boundary. This includes providing timely reports/notifications to the Asset Areas and PAT of inspection findings to elevate current issues and implement changes to prevent future events.

PRINCIPLE ACCOUNTABILITIES:

Responsibilities and accountabilities include but not limited to:

 Responsibility: Ensure compliance with all Fixed Equipment with regulatory due dates in the area assigned.

Accountability:

    • Adhere to the Illinois Boiler and Pressure Vessel Safety Act, Rules and Regulations.
    • Adhere to the Ineos Joliet Fixed Equipment Quality Control Manual.
    • Adhere to NFPA requirements for firewater storage tanks.
    • Adhere to 33CFR156, Coast Guard requirement.
    • No compliance dates should become overdue without prior approvals required by the FEMI program documents and (where applicable) regulatory agencies.
  • Responsibility: Ensure all aspects of the Fixed Equipment Mechanical Integrity Program and IGGNs (specific to equipment inspection) are being implemented and followed within assigned area.

Accountability:

    • No unplanned failures due to a failure to apply and adhere to the Fixed Equipment Mechanical Integrity Program, JL-FEMI-2.0-0337.
    • No unplanned failures due to a failure to apply and adhere to the IGGN Inspection of Equipment, OPS-SHE-30.
    • No unplanned failures due to a failure to apply and adhere to the IGGN Management of Corrosion Under Insulation, OPS-SHE-10.
    • Compliance with IGGN-30 (Inspection of Equipment)
    • Compliance with IGGN-10 (Management of Corrosion Under Insulation)
    • Compliance with IGGN-03 for clamping
    • Compliance with reporting metrics in IGGN-08 related to inspections
    • Compliance with inspection related activities IGGN-13 (Goods and Passenger lifting equipment)
    • Compliance with IGGN-24 (Asset Care) that requires a civil/structural inspection program
    • Ensure that Equipment Owners are advised on a quarterly basis of upcoming due dates within 2-yr window
  • Responsibility: Ensure adherence to target dates for non-regulated equipment, according to the Ineos Joliet Mechanical Integrity Program, in the area assigned.

Accountability:

    • No internal target dates should become overdue without prior approvals required by the FEMI program documents and (where applicable) regulatory agencies.

  • Responsibility: Ensure any inspections performed, in the area assigned, are performed per the applicable codes, standards, and/or Ineos Joliet Inspection Program documents.

Accountability:

    • The inspector takes a proactive approach to ensuring they are knowledgably in the current codes, standards, and/or Ineos Joliet Inspection Programs and they are being executed properly. (i.e. Structural Inspection, CUI, PSV, etc.)
    • Work performed by contractors
  • Responsibility: INEOS representative for Office of State Fire Marshall (OSFM) government interactions.

Accountability:

    • Follow government interaction guidelines for communications with the OSFM including required documentation of each interaction.
    • Timely submittal of required OSFM reports.
    • No overdue OSFM compliance due dates.
  • Responsibility: Ensure repairs meet applicable industry codes & standards, Ineos Joliet specs & standards, or recognized and generally accepted good engineering practices.

Accountability:

    • Clear written scopes are to be issued for any regulatory covered repairs to Fixed Equipment with reference to the appropriate codes & standards.
    • The inspector is engaged in repairs and is pro-active towards assuring that the execution team fully understands they must seek the inspector’s approval for deviation from the inspector’s scope.
    • Minimal rework/delays due to repairs conducted out of compliance with code as a result of unclear scope direction.                                                          Responsibility: Fixed equipment inspection records owner.

Accountability:

    • Ensure fixed equipment inspection records are accurate and updated in a timely manner after inspections and repairs.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED

  1. Certifications in API510 Pressure Vessel Inspector and API570 Piping Inspector, plus working towards a certification in API653 Tank Inspector.
  2. Working knowledge of mechanical design codes and their application in petrochemical industries and within a PSM regulated facility.
  3. Good working knowledge of routine non-destructive testing techniques and an appreciation of specialized NDT techniques, actual certifications are preferred but not required.
  4. Basic knowledge of fabrication, maintenance and operation process piping, pressure vessels, tanks, and pressure relief systems.
  5. Ability to work in a fast-paced 24/7 environment
  6. Advanced computer skills in spreadsheets, word processing, and database software
  7. Must have a strong, demonstrated commitment to safety
  8. Excellent interpersonal skills and advanced communication skills, both written and verbal
