Main Purpose
The Environmental Engineer is part of the INEOS Joliet Safety Health and Environmental Team. The Safety Health and Environmental Team helps prioritize safety and environmental objectives and set compliance expectations for the plant. As part of the Safety Health and Environmental Team, this person is expected to respectfully challenge any plant operation or proposed operation that puts compliance at risk and work as part of the team to find a solution that maintains compliance objectives. While primarily focused on environmental compliance, this individual may be required to assist H&S on implementation and oversight of safety initiatives. This role requires the ability to communicate professionally and clearly to internal leadership and operations, as well as to external regulatory agencies.
RESPONSIBILITIES & ACCOUNTABILITIES
Key Responsibilities
- The Environmental Engineer role will actively work to assure the INEOS Joliet site is in compliance with all applicable local, Illinois EPA (IEPA) and federal EPA regulations.
- Responsibilities include but not limited to:
- Ensure compliance with applicable federal, state, and local environmental regulations at the INEOS Joliet site.
- Title V, CEMS, HON, MON, LDAR (VV, ILQ, HON), CISWI, CAMD, Boiler MACT, RCRA, NPDES, SWPPP, SPCC etc.
- Coach, train, and provide guidance to operations and leadership on regulatory requirements, operations limits and guidelines.
- Work with departments across the site to ensure operational activities result in compliance with the site’s operating and construction permit requirements.
- Maintain, and update as needed, a repository of all environmental permit and regulatory requirements
- Develop applications for, and negotiate, new or modified Title V permits, open burn permits, and construction permits (minor and major PSD).
- Assure required recordkeeping and monitoring data are gathered, recorded, and reviewed to assure compliance with permits and regulations.
- Accurate and on-time submittal of all facility compliance report requirements.
- Act as an environmental advisor for a production unit. This includes, but is not limited to, active participation in daily production meetings, environmental review of MOCs, providing additional clarification or guidance on environmental requirements.
- Assist with environmental calculations for release reporting and fugitive emissions tracking.
- Provide oversight on the Boiler CEMS to assure the system is collecting data properly, and data is in compliance with all permit limits.
- Periodically review and update environmental compliance policies and procedures to keep them up to date with current regulatory requirements.
- Assist operations team with alarm strategies for environmental limits.
- Perform and/or participate in incident investigations and root cause analysis of incidents.
- On call approximately one week per month, including holidays, with ability to provide in-person response to the plant if needed.
Principal Accountabilities
- Accurate and on-time completion of all required reporting, testing, and commitments to stakeholders.
- Manage permit development, submittal, and permit condition negotiating process. Facilitate effective change management for new and/or updated permit conditions.
- Evaluate compliance systems and implement changes that make compliance with regulations more effective and/or more efficient.
- Identify, communicate, and address environmental compliance risks.
- Must build solid working relationships with production team members and develop a working knowledge of the process unit supported.
- Manage consultants and contractors used for compliance projects. This includes managing project timeline, quality oversight for data and written reports received from contractors.
- Use evidence, observations, and data to drive good decision making.
- Keep current with Federal EPA and/or Illinois EPA regulatory changes and emerging regulator issues.
Skills & Knowledge Required
Education/Experience
- B.S. Engineering (Chemical, Environmental), or related Science.
- Experience in a plant environment (1 year minimum).
- Knowledge of Illinois and Federal environmental regulations, and air permitting requirements.
Skills/Competencies
- Self-motivated, with an ability and desire to work with others, including cross-functional teams.
- Demonstrated successful verbal, written, and interpersonal skills and the ability to build positive relationships with plant operating personnel.

- A demonstrated ability to apply fundamental concepts of science and engineering to solve problems in a manufacturing plant
- Advanced computer skills in spreadsheets, word processing, and database software.

- Must have a strong, demonstrated commitment to safety.
- Recognizes complexity of problems and asks for help as required.
- Ability to work in a fast-paced 24/7 environment.
Physical Requirements:
This job is performed mainly in a temperature-controlled office environment. Must be able to work in a variety of environments that include both fieldwork and deskwork. Minimum requirements include:
- Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of procedures and rules.
- Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals.
- Must be able to withstand both winter and summer temperatures while wearing the appropriate personal protective equipment.
- Must be comfortable working in a loud environment that could include exposure to fumes / odors or vibration from surrounding equipment.
- Must be able to perceive the nature of sounds at normal speaking levels with or without correction and must have the ability to receive detailed information through oral communication and to make discriminations in sound.
- Must be able to ascend and descend a barrel ladder with continuous vertical length of up to 35 feet.
- Must be able to climb and descend stairs up to a total structure height of 80 feet.
- Must be physically able to wear and navigate through the unit with a respirator if needed.
- Must be able to pick up a 50 lb object such as a fire extinguisher or a large book/binder.
- Must be able to work at a desk and operate routine items such as a computer and calculator.
- Being able to wear the appropriate PPE when inside the facility.
