Organizational Context:
Oligomers is one of the largest merchant suppliers of LAO, which are used as commoners in polyethylene manufacture as well as in surfactants, lubricants, and oil drilling fluids. Our technology is unique as compared to all other competitor’s LAO processes, with significant advantages in terms of product distribution and market value of said product distribution.
Purpose of the job:
The MOC Coordinator will be the subject matter expert/primary guardian of the Plant’s Management of Change (MOC) procedure and ensures that the management system is effectively implemented, utilized, maintained, and value creation is maximized within the department.
As such the MOC Coordinator will ensure that all reviews necessary under the Plant’s MOC procedure are performed by appropriate subject matter experts, drive action items to completion, and that all concerns and recommendations from such reviews are properly addressed prior to any change being applied in the field, be it by the Reliability, Maintenance, and Construction, or by the Engineering departments.
In addition, the MOC Coordinator will work with the operations group to ensure that operating procedures related to the change is created, updated, and managed. The MOC Coordinator will ensure that operating procedures in Meridian are up to date and that redlined procedures are collected, reviewed by technical staff, and updated in Meridian.
Initially, the MOC Coordinator will be highly involved in the development of safe and efficient start-up, shut down, and normal operating procedures together with the Area Engineers, Shift Supervisors and the, Training Coordinator.
It is expected that the MOC Coordinator can support operations in various degrees during startup.
Environment/Context:
The LAO Plant is a petrochemical facility located in Chocolate Bayou, Texas. The LAO facility is part of the INEOS Oligomers business. INEOS' LAO uses leading proprietary technology to produce Linear Alpha Olefins that are "intermediate building blocks" used in the manufacture of polyethylene, synthetic motor oils, detergents, lubricant additives and synthetic drilling fluids. The LAO plant is a fully self-contained operating unit within the larger Chocolate Bayou petrochemical complex, which is shared with INEOS O&P.

This role reports directly to the Oligomers Resource Team leader.
Responsibilities AND Accountabilities
As Operations MOC Coordinator:
Lead the successful creation and implementation of eMOC for the plant
Coordinate all changes affecting Operations through rigorous application of the Plant’s MOC Procedure. Liaise with all plant groups to ensure compliance with the MOC procedure, performance of all required reviews, and resolution of all concerns and recommendations prior to implementation of any change in the field.
Attend weekly Projects MOC meetings as Operations Representative.
Ensure correct participation of Operations in the application of the Plant’s MOC procedure during all procedure stages.
Be actively involved with all MOC related construction, pre-commissioning, and commissioning activities of all projects.
Attend all PHAs and JHAs associated to all changes in the field,
Follow up progress of all changes to completion
Ensure progress of changes matches the status documented in the eMOC system.
Assist in developing critical operating procedures, equipment and process purging and preparation producers, and start-up, shut down, and normal operation procedures. Once developed, the MOC coordinator will be responsible for periodic reviews of procedures.
Ensures plant operating procedures are kept up to date
Work with the appropriate team on tracking and ensuring closure of MOC actions
Manage MOC audit/assessment programs and ensure compliance with PSM Work with the training co-ordinator to ensure that training requirements for individual MOC’s are achieved
Ensure that redlined procedures from the plant are reviewed and updated in Meridian
Interface with Project Group:
Monitor project execution timelines and interface with the Operations Group to ensure smooth transition of projects from the construction phase to the operational state.
Helps with the follow through of MOCs for Projects.
Ensures Completeness of project documentations need for MOC’s
Act as the conduit to the operators for project updates, both current and future projects
Coordinate Project activities with Operations / Project Groups during Outages to ensure smooth execution of all projects during entire Outage cycle.
Participates in Safety Reviews
Day Team Support:
Have the flexibility to backfill other Operations Critical Day Roles when necessary.
Skills & Knowledge Required
Education:
Preferred applicants have a two-year Process Technology degree, are individuals currently functioning in a similar role, and/or have previous equivalent experience.

Minimum of 10 years of operations experience
Strong operational background.

While performing the duties of this job, the employee is regularly required to lift at least 50lbs, walking, climbing ladders/stairs, bending, reaching, pushing, and pulling. Must be able to perform climbing, lifting, carrying, pushing, pulling and manual operation of various size valves and equipment.
