How the Role Fits in:

The Turnaround (TAR) Coordinator will report to the TAR Superintendent and provide the primary interface for the construction contractors to the site’s TAR Management function during field execution.

The Main Purpose of the Role:

The TAR Coordinator will have accountability for ensuring field execution by construction contractors meet the manufacturing site’s Safety, Health, Environmental and Security (SHES) requirements.  The role ensures that the scope of work executed by the construction contractors are aligned with the scope of work assigned, the progress are according to the approved schedule and change management requirements are in accordance with the TAR’s work practices.

Responsibilities AND Accountabilities

  • Responsible for promoting safety leadership through implementation of the INEOS 20 principles
  • Coordinating field activities per the TAR Execution Plan
  • Reviewing contractors’ facilities, equipment, utilities requirements, and security issues
  • Ensuring all contractors and sub-contractors meet the site’s SHES requirements
  • Conducting front-end logistics for TAR kick-off in the field
  • Participating or leading daily and routine safety meetings and Job Safety Analysis (JSA)
  • Coordinating with plant operations and contractors for daily work permits per the site’s requirements (No permits will be signed by the TAR Coordinator)
  • Conducting daily housekeeping and end of job cleanup and repairs
  • Reporting incidents and elevating SHES issues per site’s requirements
  • Working with contractors to resolve field execution issues and change orders
  • Elevating engineering design issues to Engineering, Construction and Project Management as necessary
  • Working with site’s mechanical integrity and inspections personnel on quality assurance submittals
  • Facilitating the turnover of installed assets from TAR contractors to TAR Management prior to turnover to site’s operations for pre-commissioning and start-up
  • Lead other construction coordinators when assigned by TAR Superintendent
  • Participating with all phases of the TAR including planning, readiness assessment execution, and start-up
  • Providing constructability input during TAR planning
  • Providing input in TAR cost estimate and preliminary schedule
  • Providing input in the TAR Execution Plan
  • Review and provide input for Contractor’s execution plan
  • Working with the TAR Superintendent and project manager in establishing contractors’ work schedule, Request for Information (RFI), Field Change Order (FCO), and Transfer of Custody, Care, and Control (TCCC) procedures
  • Review and provide input for construction contractor’s proposal
  • Facilitating reporting requirements and providing assistance for project administration
  • Ensuring contractors provide reports per TAR work process requirements
  • Assisting TAR management with two-weeks, 3 days look ahead schedules and resources loading
  • Recommending to TAR Superintendent an action plan or revisions to field execution plan based on productivity performance and construction schedule progress
  • Assisting project controls personnel in cost and schedule forecast

Skills & Knowledge Required

Education/Experience

The successful candidate should preferentially have:

  • High School Diploma or equivalent
  • 15+ years of relevant experience in chemical, refining or industrial manufacturing
  • 12+ years in capital or turnaround projects construction

Technical skills

  • Thorough understanding of construction safety practices
  • Thorough understanding of construction activities in at least one discipline area such as Instrumentation or Electrical, Mechanical and Piping or Civil and Structural
  • Thorough understanding of construction quality assurance and quality control requirements
  • Thorough understanding of construction scheduling process and progress measurement
  • Working knowledge in construction cost estimates and field execution schedule

Behavioural skills

  • Ability to work with minimal supervision and effectively handle multiple projects and/or changing priorities.
  • Ability to communicate clearly and concisely both orally and in writing
  • Strong interpersonal skills, the ability to work with diverse groups in sometimes time-compressed situations to gain consensus and a clear path forward
